Document Objective: This Master Project Brief defines the strategic goals, spatial parameters, institutional requirements, and operational constraints authorized by the Board of GRAMEL Technologies Ltd. It serves as the governing, non-negotiable blueprint for all appointed Engineering, Procurement, Construction (EPC), Financial, and Legal Consultants.
1.2 Objective for Appointed Consultants
The Consultant is mandated to evaluate, design, and structure a multi-asset, integrated private-sector master portfolio spanning the South East and South South regions of Nigeria (Horizon 1), with scheduled expansion into the South West (Horizon 2) and Abuja FCT (Horizon 3).
All submissions must provide scalable templates capable of turning raw geographic nodes into highly connected, tech-driven, and economically self-sustaining micro-townships that bridge severe regional infrastructure deficits.
1.3 Geographic Scope & Phased Development Horizons
Consulting teams must structure all architectural schematics, financial models, and roll-out schedules to align with three distinct strategic horizons defined by the client:
Horizon 1: Core Regional Launch (Immediate Focus)

Phase 1A (South East Region): The Consultant must identify and map primary high-density commercial nodes and manufacturing corridors in the South East to site the initial residential smart cities and anchor agri-tech processing clusters.

Phase 1B (South South Region): The Consultant must structure coastal logistics corridors, maritime-linked agricultural hubs, and specialized energy infrastructure layouts optimized for the delta region.
Horizon 2: Geographic Expansion

Phase 2 (South West Region): Design frameworks must include provisions for scaling and integrating secondary ecosystems into the Western industrial and tech corridors.
Horizon 3: Capital & Administrative Integration
